Who we Are

Celso Barcena is a seasoned facilities manager and controls professional with 25 years of hands-on experience operating mission-critical and commercial properties across Los Angeles. From 2000 to 2024, he served with Hines, where he rose from Journeyman to General Engineering Manager, leading engineering operations at major assets such as US Bank Tower, One Wilshire Data Center, Howard Hughes Center, Playa Vista, and PacMutual.

At Hines, Celso combined technical expertise with a customer-focused philosophy that defined his leadership style. He pioneered self-developed Automatic Demand Response (ADR) and Ratcheting Rate Management systems that optimized building energy performance without sacrificing occupant comfort. His ADR implementation at 10100 Santa Monica and the US Bank Tower, earned recognition from LADWP and the Los Angeles Better Buildings Challenge, where he was featured as a guest panelist sharing his methods and results. LADWP’s program director personally commended his work for exceeding program expectations and advancing grid resiliency.

As an international guest speaker for Hines at the Latin American Engineering Conferences in Panama and Mexico, Celso covered Engineering Standards, leadership, and technology-enabled facility operations—standards that prioritize quality, sustainability, and performance in real estate. Most recently, he served as a guest speaker at Sunbelt Controls’ annual Project Managers conference in La Vegas, where he discussed customer service and control strategies for a sustainable future.

His achievements have been recognized through multiple Engineering Best Practice Awards and BOMA’s 2017 Engineer of the Year distinction, honoring his ability to unite technical skill with mentorship and service.

Today, as the founder of 3B Group LLC, Celso provides energy management and controls consulting to building owners, and operators. His firm focuses on intelligent metering, automation logic, demand response optimization, and control system retrofits—bringing together engineering precision, quality customer service, and real-world operational success.

With more than 20 years of experience in energy management and high rise operations, Celso is an AEE Certified Energy Manager, BOMA Certified Engineer, EPA 608 Licensed and 2017 BOMA Engineer of the Year.
